Global rename for AramilFeraxa
- Wiki: meta.wikimedia.org (list 'crats • bot policy • summary • 'crats rights)
- User: AramilFeraxa (talk • edits • logs • UserRights • activity • CentralAuth • email • verify 2FA)

Hello there! I am here to request global rename permissions. I would like to support other global renamers, especially Polish ones (there are only 3 + steward and in fact 2 of them are active), as one of us recently lost these permissions. I have read the global rename policy, I can also assure you of my activity in using these permissions. I am a sysop on plwiki and a rollbacker on several wikis. Global rename for מקף
- Wiki: meta.wikimedia.org (list 'crats • bot policy • summary • 'crats rights)
- User: מקף (talk • edits • logs • UserRights • activity • CentralAuth • email • verify 2FA)

Shalom,
I'm interested in helping rename mostly in the Hebrew language, like requests that come from HeWiki (I'm very familiar with the local rules).
In addition, I often monitor registrations of problematic usernames, and if the permission is granted I can also track and accompany them through the process more effectively.
I'm a sysop on HeWiki and an importer on HeWikinews, and have enabled 2FA (And I even wrote this guide to encourage its use).
Thank you all, —מקף⁻ණ (Hyphen) 02:54, 23 May 2023 (UTC)

Global rename for Gadir
- Wiki: meta.wikimedia.org (list 'crats • bot policy • summary • 'crats rights)

Hello all. I am active and experienced editor. I am contribute on Azerbaijani Wikipedia. There is a related request page in the local. I can look at user's requests like an experienced user. Thanks. Best regards, Gadir (talk) 07:12, 26 May 2023 (UTC)
- Oppose. Relatively low edit count; not a sysop on any wiki. Given that renamer rights requires a lot of trust, I'm a bit reluctant to support, especially when the user has not demonstrated an understanding of what global renamer rights are even for. --SHB2000 (talk | contribs) 07:43, 26 May 2023 (UTC)
- Hello. As I said, I am contribute on Azerbaijani Wikipedia. I know what it is. Is it necessary to be a sysop? Thank you. Gadir (talk) 07:53, 26 May 2023 (UTC)
Requests for global IP block exemption

Global IP block exempt for Endermoongame
- Global user: Endermoongame (edits (alt) • CA • global groups • crossactivity • verify 2FA)
I am from the People's Republic of China, where, as stewards may know, access to virtually all Wikimedia projects has been blocked. While I have been granted local IP block exempt on Chinese Wikipedia, I would like to contribute to other Wikimedia projects such as Wiktionary and Wikidata as well, so a global IP block exempt would be really helpful. Thanks. --Endermoongame (talk) 23:57, 23 May 2023 (UTC)
Global IP block exempt for Rhodesian05
- Global user: Rhodesian05 (edits (alt) • CA • global groups • crossactivity • verify 2FA)
I am one of active Polish Wikipedia Editors. I'm asking about GIPBE, because I usually use VPN due to my safety. Thank you, Rhodesian05 (talk) 14:15, 29 April 2023 (UTC)
- @Rhodesian05: Please provide a little more detail either in a UTRS ticket or by emailing the stewards. -- Amanda (she/her) 12:59, 20 May 2023 (UTC)

- @AmandaNP I think that Polish (native) steward could help me. Rhodesian05 (talk) 13:41, 20 May 2023 (UTC)
- I have no issue with a native Polish speaker helping you, but just to be clear, a more specific reason is required, whether it's Masti or me that will assist you. -- Amanda (she/her) 13:56, 20 May 2023 (UTC)

Global IP block exempt for Huggums537
- Global user: Huggums537 (edits (alt) • CA • global groups • crossactivity • verify 2FA)
Hi. I edit English Wikipedia and Commons plus a couple others now and again. My concerns are security and privacy. The Wikimedia sites are the only ones that make me turn off my VPNs or use non privacy-masking browsers (such as TOR etc.). I have two lengthy blocks on my record, but both of those blocks required a standard checkuser investigation, and no evidence of sockpuppeting has ever been found because it is just something I don't do. I've been back in good standing for probably at least two years now, and I made good on my promise to create a new article (2 of them now in fact). Also, if it helps, I did gain additional user rights after my unblock so this should promote the idea I can be a trusted user. I promise to use the exemption responsibly as a show of my gratitude for my continuous security to be enabled. I have also requested the exemption via email at the local level on English Wikipedia, but want to cover my bases for other places I might edit as well. Thanks. Huggums537 (talk) 10:00, 9 May 2023 (UTC) Updated on 10:28, 9 May 2023 (UTC) Updated again on 21:36, 9 May 2023 (UTC) Updated one final time on 21:44, 9 May 2023 (UTC)
- Given the block history mentioned, I would be most comfortable moving forward here after the local IP block exemption flag is granted (and you are likely to encounter local blocks not covered by GIPBE anyway). --Base (talk) 10:05, 15 May 2023 (UTC)
- Sure. Thanks for responding. I'm still waiting for a reply from my local CU's, and I believe many of them are familiar with my unblocking situation as well so I agree they will be best to grant exemption first also. Thanks. Huggums537 (talk) 14:24, 15 May 2023 (UTC)
- @Base, how long should we wait to hear from my local CU's, and how long do these requests usually stay open here? I've seen a couple that have been on here since mid-late April, but I have no idea how long the backlog is on my local CU's list because we send in emails for the request or use this "UTRS" ticketing/server system that normal users aren't able to see. I'd like to keep this open until hearing from them since I have linked to this discussion as part of my request to my local CU's, and I'd like to keep them in the loop without breaking any chains if possible. Huggums537 (talk) 02:58, 18 May 2023 (UTC)
- Huggums537, most requests don't take very long, but most requests aren't like yours.
- Security/privacy exemptions from the no open proxies policy are generally limited to users who seek security from external actors, such as governments...not for privacy from the website you're accessing, i.e., Wikimedia projects. Our anti-abuse mechanisms are heavily reliant on IP information, and we try to avoid granting IPBE except when it is necessary to allow people to safely edit. This is especially important when there have been concerns about a user's behavior, as you note with your home wiki block log.
- Most VPNs allow some sort of split tunneling, which would allow you to continue to use a VPN on other sites/applications while connecting to Wikimedia projects normally. I hope this helps. Best, Vermont (🐿️—🏳️🌈) 22:47, 21 May 2023 (UTC)
- Thanks for the reply. VPN is not my only means of privacy/security. TOR and other proxy based privacy browsers I use do not offer split tunneling. Also, split tunneling doesn't help me since I use these privacy/security features to seek security and privacy from outside actors who could also follow me to websites I'm accessing such as Wikimedia projects, thus the reasoning for my request. As for my blocks, I never should have even mentioned those, and only did so to show honestly about my past. I see no rational explanation for you saying anything about it being a "behavioral concern" because if there were any truth to that I should never have been unblocked in the first place considering blocks are supposed to be preventative of any behavioral concerns, not punitive behavior assessments against users to follow them around for the rest of their lives... Huggums537 (talk) 23:18, 21 May 2023 (UTC)
- I understand general concerns about security, but you haven't articulated a reason for why your usage of Wikipedia needs to be anonymous, i.e., warrants an exemption from the no open proxies policy. Vermont (🐿️—🏳️🌈) 23:41, 21 May 2023 (UTC)
- I have, but you seem to be wanting [even more] specifics, and that would make for very bad privacy/security use on a public forum. [In other words, I have already mentioned concerns about someone following me...] Huggums537 (talk) 23:46, 21 May 2023 (UTC) Updated on 23:49, 21 May 2023 (UTC) Updated again on 23:53, 21 May 2023 (UTC)
- If it helps anyone to make a decision on the matter, I can let you know (without giving too many personal details) it has been a situation serious enough to warrant me reporting the matter to law enforcement authorties, the FTC, the IRS, my local state employment agency, and having a credit freeze done on my credit reports. I think if my situation warrants all that, it warrants an exemption from this open proxies policy. Huggums537 (talk) 02:41, 22 May 2023 (UTC)
- I just want to avoid trading all my personal information for something it will cost you all nothing to trust me with since the worst possible thing I could ever do with it is get myself blocked again. Huggums537 (talk) 03:06, 22 May 2023 (UTC)
- It doesn't cost anything to restore vandalized pages, or block users who abuse this privilege, but it could end up costing me everything the longer I'm vulnerable on these sites... Huggums537 (talk) 05:05, 22 May 2023 (UTC)
- One more thing I forgot to mention is that another reason the split tunneling does not help me is because it is a requirement for my employment that I must travel, and connecting to public Wifi is a security/privacy risk that split tunneling does not protect me from to allow me to safely edit since the features of my current VPN don't allow that. Huggums537 (talk) 22:27, 22 May 2023 (UTC)

Global IP block exempt for Nadzik
- Global user: Nadzik (edits (alt) • CA • global groups • crossactivity • verify 2FA)
- @Nadzik: You can't request this right without any reason. -- Amanda (she/her) 13:32, 20 May 2023 (UTC)
- @AmandaNP, I've sent an VRT ticket, but was directed to apply here. My reason for the request is me often using VPN during my travels and while using a public internet hotspots. I have been affected by global IP bans in the past when trying to edit projects where I don't hold advanced permissions (e.g. en.wiki or commons). Please let me know if additional information is required. Nadzik (talk) 19:42, 22 May 2023 (UTC)
