This is not a vote and any active Wikimedia editor may participate in the discussion.
Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

As noted on his pl.wiki userpage, this is a staffer of a Polish museum (Wawel Royal Castle in Cracow), taking a part in the most recent GLAM partnership of Wikimedia Polska. - In that case, I think turning it off and on is usually desired because this user right is mostly reserved for the people in the area where VPN is absolutely needed - like, in China (and Hong Kong) or Iran, you can be dragged into government torturing facility just because you "don't uphold the Government's truth". Or where the access to Wikipedia is blocked and you need a VPN to even read it (=China) — regards, Revi 15:55, 30 September 2020 (UTC)

- enwiki locally blocks open proxies and GIPBE doesn't bypass local blocks, you would need a local ipbe to edit there. – Majavah talk/contribs/sul 05:37, 5 October 2020 (UTC)
- This user has some former accounts that is blocked in enwiki for vandalism (in 2012). I will not endorse this user to edit enwiki as its banning policy is a bit (IMO) awful.--GZWDer (talk) 05:41, 5 October 2020 (UTC)
