This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

While all input is welcome, there is a hard 80% support requirement for this role as per the global renamer policy.

The request will be approved if there is demonstrated need for the permission, such as bypassing a global block from someone who is not the intended target.

Global IP block exempt for Endermoongame

I am from the People's Republic of China, where, as stewards may know, access to virtually all Wikimedia projects has been blocked. While I have been granted local IP block exempt on Chinese Wikipedia, I would like to contribute to other Wikimedia projects such as Wiktionary and Wikidata as well, so a global IP block exempt would be really helpful. Global IP block exempt for Huggums537

Hi. I edit English Wikipedia and Commons plus a couple others now and again. My concerns are security and privacy. The Wikimedia sites are the only ones that make me turn off my VPNs or use non privacy-masking browsers (such as TOR etc.). I have two lengthy blocks on my record, but both of those blocks required a standard checkuser investigation, and no evidence of sockpuppeting has ever been found because it is just something I don't do. I've been back in good standing for probably at least two years now, and I made good on my promise to create a new article (2 of them now in fact). Also, if it helps, I did gain additional user rights after my unblock so this should promote the idea I can be a trusted user. I promise to use the exemption responsibly as a show of my gratitude for my continuous security to be enabled. I have also requested the exemption via email at the local level on English Wikipedia, but want to cover my bases for other places I might edit as well. Thanks. @Base, how long should we wait to hear from my local CU's, and how long do these requests usually stay open here? I've seen a couple that have been on here since mid-late April, but I have no idea how long the backlog is on my local CU's list because we send in emails for the request or use this "UTRS" ticketing/server system that normal users aren't able to see. I'd like to keep this open until hearing from them since I have linked to this discussion as part of my request to my local CU's, and I'd like to keep them in the loop without breaking any chains if possible. Huggums537, most requests don't take very long, but most requests aren't like yours.
Security/privacy exemptions from the no open proxies policy are generally limited to users who seek security from external actors, such as governments...not for privacy from the website you're accessing, i.e., Wikimedia projects. Our anti-abuse mechanisms are heavily reliant on IP information, and we try to avoid granting IPBE except when it is necessary to allow people to safely edit. This is especially important when there have been concerns about a user's behavior, as you note with your home wiki block log.
Most VPNs allow some sort of split tunneling, which would allow you to continue to use a VPN on other sites/applications while connecting to Wikimedia projects normally. I hope this helps. Best, Vermont (🐿️🏳️‍🌈) 22:47, 21 May 2023 (UTC)[reply]
Thanks for the reply. VPN is not my only means of privacy/security. TOR and other proxy based privacy browsers I use do not offer split tunneling. Also, split tunneling doesn't help me since I use these privacy/security features to seek security and privacy from outside actors who could also follow me to websites I'm accessing such as Wikimedia projects, thus the reasoning for my request. As for my blocks, I never should have even mentioned those, and only did so to show honestly about my past. I see no rational explanation for you saying anything about it being a "behavioral concern" because if there were any truth to that I should never have been unblocked in the first place considering blocks are supposed to be preventative of any behavioral concerns, not punitive behavior assessments against users to follow them around for the rest of their lives... I have, but you seem to be wanting [even more] specifics, and that would make for very bad privacy/security use on a public forum. If it helps anyone to make a decision on the matter, I can let you know (without giving too many personal details) it has been a situation serious enough to warrant me reporting the matter to law enforcement authorties, the FTC, the IRS, my local state employment agency, and having a credit freeze done on my credit reports. One more thing I forgot to mention is that another reason the split tunneling does not help me is because it is a requirement for my employment that I must travel, and connecting to public Wifi is a security/privacy risk that split tunneling does not protect me from to allow me to safely edit since the features of my current VPN don't allow that. Employment requiring a VPN on public wifi is usually sufficient in my book. For the future, we usually handle these via email (stewards(_AT_)wikimedia.org). There is never any requirement to discuss privacy matters publicly.
I will note that global IPBE won't allow you to edit with a VPN on your home project, the English Wikipedia...it'd exempt you from global blocks, but you'd also need local IPBE, as enwiki blocks proxies locally. @AmandaNP, I've sent an VRT ticket, but was directed to apply here. My reason for the request is me often using VPN during my travels and while using a public internet hotspots. I have been affected by global IP bans in the past when trying to edit projects where I don't hold advanced permissions (e.g. en.wiki or commons).
