Strategy/Wikimedia movement/2018-20/Transition/Prioritization events/Table
This is a documentation of the priorities submitted so far during the Movement Strategy prioritization events, either directly on Meta or through an external survey, through September to December 2020. The list includes the priorities for the Movement Strategy implementation phase in 2021-22, and are based on the actions and changes ("initiatives") listed in the outcomes of the strategy recommendations.
Please read an overview summary of what has been so far and some emerging trends from the discussions listed below. Feel free to add your community's or affiliate's priorities to the list below if it is based on an open discussion.

[edit]It is challenging to categorize the diverse Wikimedia communities according to rigid definitions, such as “size”, “emerging/developed” or even according to geographical regions. Nevertheless, using resources such as the Community Engagement definitions and the Affiliates Data Portal, the Movement Strategy Support Team conducted some analysis of the local and regional Strategy discussions that yielded the tables below. The numbers in the following tables show how many communities and affiliates prioritized a certain recommendation (between brackets, in the top row of each table, is the number of communities that submitted priorities within this category).
Here are some of the patterns we noticed:
- Africa, MENA, and ESEAP communities want sustainability and improved user experience: Most of the African/Asian communities have a clear preference for recommendations 1 (increasing sustainability) and 2 (improving user experience), as well as a high interest towards recommendation 6 (skills and leadership development). With the exception of ESEAP, communities from these regions generally do not show interest in the governance recommendations.
- Emerging communities want recommendations 1, 2 and 6: For the majority of "emerging" communities (largely from Africa, MENA, ESEAP), recommendations 1, 2 and 6 are the top priorities by a clear margin.
- Europe, North America and ESEAP communities want representative governance in the movement: Recommendation 4 (equity in decision-making) was by far the most popular for communities from Europe, North America, and ESEAP. Recommendation 3 (safety and inclusion) was also a top priority in these regions, with the exception of North America.
- Governance matters mostly to developed communities: Recommendation 4 is significantly more important to more developed communities. More precisely, while 80% of the participating "developed" communities prioritized this recommendation, only 30% of the participating "emerging" communities did the same.
- Size does not matter? Although it is not possible to group affiliates by size on an objective basis, experimenting with this doesn't seem to produce very interesting results. In fact, priorities across affiliates of different sizes were almost identical. This could mean that priorities are more dependent on the background and culture of the community rather than on having quantitatively different circumstances, as more and less resourced affiliates that are regionally close may often prioritize the exact same recommendations.

This is a very loose metric, perhaps arbitrary to some extent. It is based on a rough natural distribution of the sizes of participating Wikimedia affiliates, with the sizes defined as follows: small (<20 members), medium (20-99 members) and large (>99 members).
