Peace be upon you
I am a speaker of Batak Toba language and also a test-administrator of Batak Toba Wikipedia.
As a test-administrator, I see that the activity of Batak Toba Wikipedia is good and localization of Batak Toba Wikipedia through the Translatewiki has been finished.
I have just realized that Batak Toba Wikipedia was removed from Featured wikis from being less active ones.
My question is, what are requirements to consider it active or less active?

Approval of Atayal Wikipedia

Good day there! Since Atayal was listed as one of the active languages on incubating wikis, we have been looking forward to make it approved. We've been updating continuously. With recent editing, Atayal Wikipedia (incubator:Wp/tay) is well developed that there's more than 2500 articles. Suggestion: Systematic review of small language projects, especially Wikipedia language versions

In light of the recent debacles with Scots and Northern Luri Wikipedias, maybe all projects that have only a handful of active users should be reviewed by a group of linguists to ascertain whether they're actually written in any established or recognizable form of the respective language? Who knows how many Wikipedias there may be where the content is marred by a lack of language knowledge by main contributors (the case of Scots), language purism leading to an "invented" language (the case of Northern Luri), or similar issues? Who really knows the state of, say, the Wikipedias in Vepsian, Komi, Saraiki, or Northern Soto? (These are arbitrary examples - quite possibly they are fine). A systematic review now and then, say, every 10 years could be helpful, I think. See also my article in German-language Wikipedia's Kurier and the related discussion. Questions about requirements of the Wiktionary in Lombard

The Lombard dictionary has more than 500 entries and some help pages. Moreover localization requirements are met. https://incubator.wikimedia.org/wiki/Wt/lmo

What's still needed for it to be verified as eligible?

What's still needed for final approval?

Every wiki project has not only entry pages, but also pages with namespaces. Will they be created automatically as the Wiktionari is opened or must / can they be created before? Request to approve Wikipedia Mandailing

I propose for the Committee to approve Wikipedia Mandailing (btm.wp). The level of contribution in the past year has been quite good, despite some months being on the low side, but there was a Jan 2020 edit-a-thon and public campaigns supported by Wikimedia Indonesia that led to a small but consistent Mandailing contributor base. @Haoreima: did you read the main page Language proposal policy? it lists all the requisites. For you case, look in particular at the parts about old languages « The language of the proposal has a sufficient number of fluent users » and « Only Wikisource wikis in ancient or historical languages are accepted ». Wayuunaiki

Hi all,

I want to please ask the members of the committee to have a clear assessment of what is missing to launch two new projects, the Wayuunaiki Wikipedia and the Wayuunaiki Wiktionary. A little background: the wayuunaiki (ISO: guc) language is spoken by at least 400,000 persons in Colombia and Venezuela, but like many indigenous languages, is an oral language and only a few are able to write it down, that is why we in Wikimedia Venezuela and Wikimedia Argentina have been supporting the creation of a community portal to help folks learn to write the language and them to start to contribute on Wikipedia. Wikimedia Colombia is also doing its share of gaining more volunteers to contribute.

We have a few active volunteers like Leonfd1992 (who also translated 100% of the MediaWiki critical messages on Translatewiki), Maor X, Neima Paz and Jintüi.

So, in short, we want to know what we need to assemble the request, we know we need more active volunteers but at least three affiliates are working towards that goal and IMHO it would be far easy to help them contribute to their Wikipedia instead of Incubator, thanks --Oscar_. Hi User:Oscar_.! As you say, the translation of the most-used messages, which is a requirement for the first project in a language, are already complete, which is great. Looking at the activity of Wp/guc, there is some activity, but for approval it would be necessary to have a level of activity that is a bit higher, with at least 3 users per month with over 10 edits (i.e. not greyed-out in the table) over the course of several months. In Wt/guc, the activity is even lower. Some of the user you mentioned haven't recently been active, maybe it would be a good idea to encourage them again to contribute? --MF-W 00:16, 27 April 2021 (UTC)

Local name of lombard language

Now the local name of Lombard language used for interlingual links is "Lumbaart", but "Lombard" would be better since "lumbaart" is written in a ortography that is no longer used. We had already started talking about this on the Wikimedia forum. Nowadays "lombard" is much more used as the two Panlombard ortography use "Lombard". A discussion on traslatewiki was also started where there is consensus among the translators. In addition you can also easily verify through a search on the wikipedia in Lombard language that "lombard" (https://lmo.wikipedia.org/w/index.php?title=Special:Ri%C3%A7erca&limit=500&offset=0&ns0=1&search=Lombard) is extremely more used than "lumbaart" (https://lmo.wikipedia.org/w/index.php?search=lumbaart&title=Special%3ARi%C3%A7erca&profile=advanced&fulltext=1&ns0=1). It is enough for you to see the number of search results on lombard Wikipedia.

Thanks Gat lombart for opening a discussion and for explaining what usage statistics you had in mind. Indeed this is enough to file a request in Phabricator, although ideally we'd have a reliable third-party source before changing such things in MediaWiki. (For instance, if the lmo.wikipedia has a policy on the expected grammar, ortography and so on, maybe it references some grammar or dictionary books which could be used as source for the name.)

Javanese Wikisource

No idea ([edit: Bashkir is not a Indonesian language, so zero idea. While Gorontalo Wiktionary, I am in touch with the person, and indeed I seemed to remember I promised to help him with the project, but alas, I haven't had the time to do so]). I just contribute in JV WS. Also, there's no easy way to know who's responsible (who should I ping) for this matter.

Dear,

I've notice that some Thao editors are quite active these days. For the Wikipedia project, they've already have their Incubator to update there. And now it seems they also try to build their Wiktionary at the same time[3]. I am here to request for them to create their Incubator for Wiktionary.

Also, I saw some discussion about Ancient Greek Wikipedia project. And it seems that for now, they cannot get their site. In the case of Thao Wikiproject, also as an "ancient" or like extinct language, is it possible for them to get their site if they still stay active for a few months?

I think the delineation is between "constructed language" ([5] [6] and "fictional language" (3). You can argue it's a constructed language if it fulfill the criteria in Requisites for eligibility #4. Ok, thanks. I see that the Wikipedia section on Sindarin was closed before the articles were published. It's my personal opinion that we shouldn't cut such an original linguistic project down. It is worthwhile, for starters, to do a little research on the language and translate a few articles, including an article on Sindarin itself. At a quick glance, there are zero publications in Sindarin. Note that Esperanto has a monthly magazine on international news, as well as various other periodicals and translations and original works, actively entering publication. As far as I know, the entire vocabulary of Sindarin comes from the limited corpus left by Tolkien, which is by its nature not so complete as a vocabulary of any artificial language designed for modern communication.--Prosfilaes (talk) 04:24, 9 June 2021 (UTC)

Sindarin has not only a rich vocabulary, but also a mechanism of word formation, which easily eliminates the lack of its "non-modernity", allowing you to give names to modern technology, describing the laws of physics and mathematics, and not to resort to borrowing. Moreover - the mechanism of word formation in Sindarin is so flexible and universal that it allows you to give names to phenomena, events and objects that have no place in objective reality. As someone who has studied the artificial interlinguistics to some extent, I just don't buy it. Every attempt to produce a language with a flexible and universal mechanism of word formation has had troubles with language and reality. German, English, Russian and Esperanto are all pretty flexible about forming words, but instead of repeating some variant of an alcoholic drink served before a meal as an appetizer, Aperitif, apéritif, аперити́в (aperitív), and aperitivo have been borrowed from French into their respective languages. I laugh at the idea of Elsa singing about "My soul is spiraling in frozen objects with non-integral Hausdorff-Besicovitch dimensions all around" instead of "frozen fractals all around".
You make that assertion, but provide no evidence. I know there are books on Sindarin, but that's not the interesting question; the question is, is there material in Sindarin?--Prosfilaes (talk) 23:10, 9 June 2021 (UTC)

This is certainly a valuable way of assessing language capabilities, but it puts some strain on the effectiveness of decision-making. By biased and subjective, I'm forced to conclude you mean "using facts you don't like", as you certainly provide no evidence for your case. Fractal is a word invented by Mandelbrot in 1975, two years after Tolkien died, and the concept was basically invented along with it. So either you're making up words when you translate it as "thencim", or you're not fully translating the concept.
And this is starting to annoy me; if you want a Sindarin encyclopedia, there are several free wiki sites out there, and it's not too hard to run your own wiki on your own website. Please don't be annoyed. If you wish, I will grant your wish and leave Wikipedia where I will not interfere with you personally. However, I believe you greatly underestimate Sindarin. I mentioned above the advanced word-formation mechanism in Sindarin. It allows you to assemble words like a construction set, and you can say anything you want in Sindarin if you want to. Tolkien personally showed this directly in his own books when he named cities, countries, characters, various events and objects.
The word "thencim" is in the plural, its singular is "thancem". "Thanc" - "fractured" and "em" - "image", "fractured image" as in Latin and "image" is not meant as a picture. "Fractured shape" sounds as "thancfan" (singular) or "thencfain" (plural). This word is possible because of an advanced word-formation mechanism, even if Tolkien did not think of such a thing. Except a fractal is not a fractured image, but an object with a non-integral Hausdorff-Besicovitch dimension. That's nothing special; learn a little Esperanto or heck, some polysynthetic language. What you say about fractals refers to the definition of their meaning, but we don't call their definition when we talk about them unless we are talking about fractals at the university with a professor. We call one short word based on Latin. Largest languages without Wikipedias

I was wondering about this, so I looked at w:en:List of languages by total number of speakers. At a quick glance, of the 44 languages on that list, 3 don't have Wikipedias. Nigerian Pidgin (pcm) has an incubator [8], Jin Chinese (cjy) has an incubator [9] and Sudanese Arabic (apd) does not. The reason for all three seems obvious; Nigeria speaks English, Hausa and Igbo, so a Wikipedia based on an unstandardized pidgin isn't gaining much traction. Jin Chinese until the 1980s was considered Mandarin, the Chinese government would like to subsume it under Chinese, and the speakers can probably all function natively in Mandarin/zh. Sudan is a poorer nation with fewer Internet users than Nigeria or China, and Arabic languages are a matter of great fuss, so the lack of an incubator is unsurprising. If I had more time and interest, I might go through w:en:List of languages by number of native speakers, a couple slightly different lists of the 100ish languages.--Prosfilaes (talk) 12:17, 26 June 2021 (UTC)

@Sotiale: Actually, user Chulsu463 has proposed a transcription between Manchu script and Latin script here. If the transcription is adopted, I think it is fine to keep the core message in Latin script, and the separate pages in Latin script and Manchu script will likely be combined into one single page. However, if the transcription is hard to manage, I think keeping the pages separately, like Hakka Wikipedia, is the best choice. (Actually I don't know adopting a conversion in Manchu Wiki is hard or not, as the Latin script uses horizontal direction, while the Manchu script is vertical) Additionally, I can convert the core messages back to Manchu script when it is necessary. --ᠪᡝ (talk) 00:56, 28 August 2021 (UTC)

@MF-Warburg: I have seen that you may have some questions about the comments above. Please let me clarify a bit: Yes, our community do want a script converter between Manchu and Latin script, but due to the issue that Manchu script is vertical while Latin script is horizontal, we don't know such converter can really be applied or not as it may have problems when showing some infoboxes or templates while changing the script horizontally and vertically. In addition to the issue that the Latin script is not unified so one letter in traditional script may refer to more than one letters in the Latin script (see my talk page and the discussions for some details), it may have difficulties when launching the script converter (as we don't know how a converter works, we don't know the solution for the above issues, so if you think that the above issues are solvable, please let us know and we will be looking forward to the application of the converter!). Due to the uncertainty of the implementation of the script converter, we have decided to remain the status quo first, and remains some articles as separate pages, like the Hakka wikipedia (we are facing similar script issues in some aspects), in case the converter is not workable. So LangCom needs to consider what is proposed by consensus, and either accept it or reject it, preferably with reasons. Then we can close the RFC.

Incubator Wp/Sjn problem

Greetings again. I have previously asked here for a section based on the Sindarin language. I am addressing you again due to a couple of problems that prevent me from continuing to work on it. I have prepared a number of software tools to automate the translation of articles in Sindarin, which will allow me to greatly increase the pace of work on the project, but there are two problems:

  1. I cannot translate Wikipedia posts into Sindarin because its language code is listed as unsupported. I translated almost all of the core posts in August, but ran into this problem at the end. This circumstance makes completing the application impossibly difficult.
  2. I cannot add new pages to the project due to the same problem. In turn, this adds another problem, reducing the possible activity of the project.

Good day. I am not sure if this is related to the language type on SIL website, on which it shows the situation of Sindarin language now is constructed. As I know, to see a language eligible or not here on incubator, they usually refer to SIL website. So for now, we have to see that if a "constructed" language can be eligible on wiki here or not. Sindarin is a constructed language; it is known informally as Elvish, and I have never seen any evidence that it has been used for human communication as humans, even at the marginal level that Klingon has shown. Good day. Sorry that I am not in the LangCom who usually help the language issues on the Incubator. Only I know that it seems difficult to set a site on wiki for an artificial language. Basically, we are doing knowledge sharing in many different "natural" languages that no matter what language does one born to acquire, s/he can gain knowledge by using his/her first language. As the administrator of the Ukrainian section of Wikisource, I would like to say that activity does not matter on Wikisource. Inactive (1-2 users) Wikisource projects have been around for years. I remember how there were periods and 5-7 months with an activity of 2 people in the Ukrainian section (more than 10 edits) and nothing, the project did not have to be closed.
Moreover, many sections are recognized and have fewer texts than the Bashkir section. Where is the required activity of three people indicated? What are the rules? People even in an incubator state have proven that they can create more articles than recognized sections. Native speakers are a lot. Translated pages are done. The language library is rich. Could you tell me who can help with this issue, since the Committee is not fulfilling its functions? A similar story is with the Georgian section (there are also texts (there are even more than 20+ sections and the language has a history older than English in its modern form). It seems to me, but you do not understand the Wikisource project and its activity and specifics. I can give a guarantee, that if the project is taken out of the incubator, the project will grow up and his activity. Hello, Bengali language has huge numbers of famous quotation. Everytime it's very difficult to create page after written "Wq/bn/" at there. I ensure you if it has been created people will come and write famous persons quotes (like- Rabindranath Tagore, Kazi Nazrul Islam, etc. many more). Our Bengali wikipedia quite fully active now. Like all kinds of other "request approval of XXX request"s, you'll need to invite at least two more active users, to actively contribute that test project for at least 3 months, currently there's only one user actively contributes that, and in some months there are even zero, that's a bit far from approval. Ladies / Gentlemen, I am one of the few users who have been trying for months to make the Wikipedia in the Sassaresu language (a variant of the old and respectable Sardinian language) come out of the Incubator. And right now where we have reached the 1,000 pages and are ready to claim an honorable place for Sassarese among the regional Wikipedias of Europe, someone has posted a sign reading "This page may meet the criteria for speedy deletion. The given reason is: lowercase"! Now, this project, which started in 2007, is going to be aborted if we have to comply by that as there are still very few users. But we are spreading voice also thru local newspapers to recruit passionate users and might be successful. I do not know who put that sign or how I can remove it, so I am asking and appealing to you to remove it from the over 600 pages that suddenly show this sign in order to save the project and the dignity of the few users and (possible) many readers who have respectively worked and appreciated the project so far.
