This is not a vote and any active Wikimedia editor may participate in the discussion.
Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).
Please note that Global rollbackers discussions are not votes. Comments must present specific points in favor of or against a user's approval.

Hello everyone, I'm Mtarch11, I'm global rollbacker from a few months and I am active in the fight against vandalism and cross-wiki spam. Dear everyone. I would like to request global rename permission to assist rename request, specifically focus on the request from idwiki, my home wiki, where recently I have been dealing with several usernames that do not comply with the local policy and directing them to change their name. The request will be approved if there is demonstrated need for the permission, such as bypassing a global block from someone who is not the intended target.
Similar to the request about User:Zbobai above—they both mostly want to contribute new content in the Tyap language in the Incubator, and also content about their culture to Commons, English Wikipedia, and Wikidata, hence they need a global exemption and not something in a particular wiki. He cannot do it because his IP range is blocked, but he's not the vandal. He cannot make the request himself because he's blocked. --Amir E. Aharoni (talk) 08:04, 8 August 2021 (UTC)[reply]

Yeah, sorry about the delay. Here's the message that they see:
"Error, edit not saved. Your IP address has been blocked on all wikis. The block was made by [redacted, I can give it if it's not a problem] (meta.wikimedia.org). The reason given is Open proxy/Webhost: Visit the FAQ if you are affected. You current IP address is [redacted, I can give it if it's not a problem]."
Neither they nor I know why do the administrators identify the IP they as an open proxy. I asked, and they don't intentionally use anything special like a VPN or a proxy. That's just how their ISP connects them. Amir E. Aharoni (talk) 07:03, 25 August 2021 (UTC)[reply]
