This page is for requests to have stewards grant or revoke administrator, bureaucrat, checkuser, and oversight rights on Wikimedia projects which do not have a local permissions procedure.

Old sections are archived. The list of archives is below.

  • Requests for bot flags are handled at SRB, and requests for global permissions are handled at SRGP.
  • If you are requesting adminship or bureaucratship, and your wiki has a local bureaucrat, submit your request to that user or to the relevant local request page (index).
  • For urgent requests, such as to combat large-scale vandalism on a small wiki, contact a steward in the #wikimedia-stewardsconnect IRC channel. In emergencies, type !steward in the channel to get the attention of stewards. Otherwise, you can type @steward for non-urgent help.

Other than requests to remove your own access or emergencies, please only make requests here after gaining the on-wiki approval of your local community.

Using this page

1. Place the following code at the bottom of the appropriate section below:

2. Fill in the values:

  • domain: the wiki's URL domain (like "ex.wikipedia" or "meta.wikimedia").
  • user name: the name of the user whose rights are to be changed (like "Exampleuser"). In case you're requesting access for multiple bots, leave this field blank and give a list of these bots in your remarks
  • discussion: a link to the local vote or discussion about the rights change (for example, "[[ex:Wikipedia:Requests_for_adminship#ExampleUser]]"). This should normally be for at least one week, but no more than three weeks (if so, you'll need to restart the process).

3. If anything is missing from your request, a steward will request more information.

Confirmation of signing confidentiality agreement

Certain permissions (notably CheckUser and Oversight) additionally require users to sign a confidentiality agreement. Users requesting these permissions must make a request below, and must also sign the confidentiality agreement with the Wikimedia Foundation. The request is placed on hold temporarily, until the receipt has been formally confirmed by the Office.

Greetings, I have across this wikipedia project, Aromanian Wikipedia, which is pretty much abandoned by its users and it needs a lot of work and rework throughout its articles, templates, modules and the community itself. The administrators that were on Aromanian Wikipedia have not been active within the last years, therefore I am trying to revive the project and administrator permissions can help me manage it. I was an administrator there in the past. I created the request to adminship in kbd-wiki on 2023-09-18. Term of voting has ended. There are no votes. By the conditions application is considered successful including if there are no votes. Earlier in such cases rights was granted. Please let me know if some additional actions are required on my part. If the decision is made, please write it on the discuss page (link is above). Thanks. Since I lost my 2FA codes, after several emails with ca@wikimedia.org, I got this authorization and 2FA was removed at the same time. Now I have 2FA again and I think there is no need for a discussion again for this authorization. Mustafa MVC (talk) 16:01, 6 September 2023 (UTC)[reply]

Short answer is: WMF can decide who doesn't get access to certain things, but communities decide who does get access to this sort of thing. It appears that WMF has removed their restriction on you being allowed to have this access again in the future - meaning you need a showing of community support. — xaosflux Talk 15:38, 14 September 2023 (UTC)[reply]
@Xaosflux: Asking for a new RfA doesn't seems the correct procedure imho. If I lose my scratch codes and my 2FA access, WMF can disable the 2FA so I can re-activate it but, in the meantime, they're obliged to temporary remove my 2FA-mandatory rights for security reason. I've never lost access to my account nor has my password been compromised so, when they are sure that I've access to the account and I've enabled 2FA again, the 2FA-mandatory flags can be restored. I don't see the sense in having to, for example, wait for the stewards election or to apply again for GIE/GS/IA! Normally, in case of account compromise, it could be as you say (per policy it could happen), but when the situation concerns this kind of security issue (2FA - and not account - loss) there is no need to be so bureaucratic imho. The community already supported them a few months ago, imho no problems here if WMF confirms that we can restore the flag, but I'll wait for other opinions! @Superpes15 failure to maintain operations for one's own account is something that could potentially cause a loss of support from a community. Agree this can be nuanced, thus why I didn't notdone this request, I'm open that others may approve still. If there was a standard showing of community support I would have closed already. tqwikiq is certainly a small project and what is best there may not be the same as if this was from a much larger project. — xaosflux Talk 22:30, 14 September 2023 (UTC)[reply]
@Xaosflux: Absolutely understand the point and I agree with you, actually we have to evaluate the situation on a case-by-case basis, there are a lot of things to take into consideration and surely in a big project the issue is different! I am confident that Mustafa MVC has access to his account now. I see where Xaos is coming from, though I personally think it's harsh to force someone to re-take community voting etc. because they lost their 2FA for whatever reason. The reasons one might lose 2FA are quite broad, of course, could be negligence, could be a stolen phone. Perhaps we need to talk more about the general process at a Stewards call. The problem we are running into here, is the unwritten rule/general practice for stewards is not to regrant a right after it is removed without community consensus, even after resignations. It's not that we want to withhold the right, but it's a matter of setting the general practice to be something different, and then user think we move into the territory of restoring permissions after resignation/removal and we have to tell them no, and then they point to requests like this. That's why we require a new community vote. I hesitate to action this because of that, and I think pending a fresh vote, this may stall out till the next stewards meeting. -- Amanda (she/her) 13:29, 17 September 2023 (UTC)[reply]
I'm sure we can discuss (and perhaps update) our practices in case of temporary removal for security reasons, but I agree that, as there is no clear consensus to act here, a new local RfIA would resolve the issue before the meeting!

I could not react immediately to the developments because I have nothing else to say. I am waiting for a response to my email before starting a new local discussion. @Xaosflux Hi, I've submitted an application to the community again, but I'm not sure how long it will take since the community in question is not a very large one. Generally, nominations are terminated as soon as they meet the requirements. Even if there is a community decision in the meantime, it would be helpful to determine how this authorization will be provided in such cases, in case other users have such bad luck in the future. Yes, this question will still happen in the steward meeting regardless of if you get local consensus. Bureaucrat access

  • In principle, requests for temporary bureaucrat access are not granted.
  • A small project does not need bureaucrats. Currently whether a promotion is valid or not is decided by stewards. See here for a guideline.

CheckUser access

See CheckUser policy for information about this user group and the policy governing the use of this tool.
  • To request CheckUser information, see Steward requests/Checkuser. This is the place to request CheckUser access.
  • One-time CheckUser access is not permitted and temporary access is only used by Stewards or when the mandate of the CUs has an expiry date specified in local policies.

Oversight access

See Oversight policy for information about this user group and the policy governing the use of this tool.
  • To request to have content oversighted, ask for a steward in #wikimedia-stewardsconnect and contact a steward privately. This section is for requesting access to the Oversight tool.
  • For contact details about oversighters across the wikis, refer to this page.
  • Note that temporary Oversight access is not permitted and temporary status is only used by Stewards .

  • When a new user is assigned to this group, please add them to this list.

Miscellaneous requests

Requests for permissions that don't fit in other sections belong here. Importer rights can be granted on most wikis by stewards only. Please gain local community consensus before posting a new section here.

Note that the following types of permissions requests belong on separate pages:

  • SRB — Local or global bot status
  • SRGP — Global permissions

Removal of access

  • If you're requesting the removal of your own permissions, make sure you're logged in to your account. If you have multiple flags, specify which you want removed. Stewards may delay your request a short time to ensure you have time to rethink your request (see previous discussion on 24 hour delays); the rights will not be restored by stewards once they are removed.
  • To request the removal of another user's permissions, you must gain consensus on the local wiki first. When there is community consensus that the user's access should be removed, provide a link to the discussion, with a brief explanation of the reason for the request, and summarize the results of discussion. However, as bureaucrats of some wikis may remove users from the administrator or bureaucrat group, please see also a separate list of these specific wikis.
  • To request the removal of another user's permissions for inactivity, link to your local inactivity policy. If your site does not have inactivity policy, the global policy Admin activity review applies.
