This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Requests for global rollback permissions

Please be sure to follow the instructions below:
Your request might be rejected if you don't follow the instructions, and not doing so would reflect poorly on your suitability.
Please also review the Global rollback policy.
Instructions for making a request

Before requesting, make sure that: You have sufficient activity to meet the requirements to be allocated the global rollback flag

To make a request
Copy the template below to the bottom of this section and explain of why you need the access and why you're suitable.
=== Global rollback for {{subst:u|{{subst:REVISIONUSER}}}} ===
{{sr-request
 |status    = <!-- don't change this line -->
 |domain    = global <!-- don't change this line -->
 |user name = {{subst:REVISIONUSER}} <!-- don't change this line unless you're nominating another user -->
}}
::''Not ending before {{subst:#time:j F Y H:i|+5 days}} UTC''

The request will be approved if consensus to do so exists after a period of consideration of no less than 5 days (with rare exceptions , no matter how obvious the result may seem). This is not a vote, and all input is welcome. Stewards will determine whether consensus exists; when doing so it is likely that the weight given to the input of those involved in cross-wiki work will be most influential.

Global rollback for Tulsi Bhagat

Hello! I am a former global sysop and global rollbacker. No doubt, 2020 was an anxious year for everyone. My rights were removed on 29 June 2020 for creating an article twice at the English Wikipedia where I am not really a proficient user my stupidity. You may read the detailed discussion over here. I would like to comeback to my anti-vandalism work. I am an active SWMT member, and I everyday monitor wikis through #cvn-swconnect. Various filters and sometimes CAPTCHA across wikis bothers me in my anti-vandalism work. This is why I am here looking for vote of confidence. Thank you for your time and valuable consideration. Kind regards, — Tulsi Bhagat contribs | talk ] 08:13, 7 March 2021 (UTC)[reply]

@Tulsi Bhagat:, ordinarily I would have directly supported you, but it's the second time I'm seeing you lose permissions due to your actions. How would you make sure that whatever led to your revocation of GR would not happen again? And why is that you are now admitting that you made a mistake but back then tried to justify your actions? Leaderboard (talk) 08:34, 7 March 2021 (UTC)[reply]
Thank you Leaderboard for your questions. I am the kind of person who learns from the mistake and/or own actions. I am a far perfect human being. I am always a learner. I try to make myself better and better. I don't repeat my bad. Sorry, I couldn't recall my situation. Probably I was figuring to myself out from that situation. Kind regards, — Tulsi Bhagat contribs | talk ] 08:52, 7 March 2021 (UTC)[reply]
I'm not satisfied with your response. Leaderboard (talk) 09:46, 7 March 2021 (UTC)[reply]
  • Strong Oppose The fact that Tulsi can't be honest about the removal of their previous permissions makes it a strong oppose. I'd prefer them to be globally locked and community banned from all WMF sites for their flagrant Terms of Use violations, rather than asking for global permissions only months after they had their permissions revoked by the Stewards. The root cause of their permissions being removed isn't their claimed lack of proficiency, but that they were caught trying to add an article that was solicited via a paid editing site and that they were reviewing articles on the English Wikipedia added by just one account (subsequently blocked for paid editing Terms of Use violations and sockpuppetry). They were subsequently caught offering "Free social media support" that is "Related to Wikimedia projects" (I've still got the screenshot of your advert, Tulsi, should your memory require additional refreshment - if you want me to upload it, just let me know the license you're releasing it under). There's further details about all of these issues at w:User_talk:Tulsi_Bhagat/Archive_2#Paid_editing and the full discussion remains deeply concerning. The loss of trust was massive and will take years, not weeks to overcome here. Nick (talk) 09:26, 7 March 2021 (UTC)[reply]
  • Strong oppose Trust comes by foot, leaves by horse. (Translated from this Dutch expression: Vertrouwen komt te voet, vertrekt te paard. That expression means it's very hard to get trust, and it's easy to lose it.) Nieuwsgierige Gebruiker (CA) 09:48, 7 March 2021 (UTC)[reply]
  • Oppose Oppose - UPE is a scourge on Wikimedia projects. Someone who is evasive about paid editing/COI and using permissions to further the goals of a paid editor unfortunately cannot be trusted with advanced permissions. ƒirefly ( t · c · who? ) 10:04, 7 March 2021 (UTC)[reply]

Global rename for Geonuch

The following request is closed. Please do not modify it. No further edits should be made to this discussion.
Not ending before 7 March 2021 07:16 UTC

Hello everyone. I would like to help users through renaming process especially users by Thai community. I understand that no global renamers who have Thai language skill at this time (see User talk:Geonuch#Renaming) and my home wiki (Thai Wikipedia) has a frequent problem that needs to request for changing username (such as, [1], [2], [3], [4], etc.). I'm active on many Thai Wikimedia projects and have sysop right on thwiki, thwikibooks, and thwikisource. I have understood global rename policy and hope that I will be of benefit of the community. Global rename for Leaderboard

Not ending before 19 March 2021 22:26 UTC

I am an en.wikibooks, MediaWiki sysop and a Meta patroller and want to help users in renaming their accounts. I plan to start with simple and uncontroversial renames in English first (given that this is an advanced and risky permission), before moving on later to the other languages I can read (hi) and speak (ml) (I do not plan to handle other languages for now given their policy differences). Thanks in advance for your consideration, and apologies if I've gotten something wrong.

Note: On the subject of renames, I was blocked in en.wiki (see my talk page there) as a new user at the end of 2013 as my username was considered promotional. While the block was correct back then, it happened due to my immaturity at that time and do not think that it should be an issue anymore.

P.S: Both en.wikibooks and mediawiki.org redirect their rename pages to Meta.

Leaderboard (talk) 22:26, 5 March 2021 (UTC)[reply]

  • Oppose Oppose IMO global renamer should be one who appreciates constructive criticism and nice when communicating with other users but I don't like the way you interact with other users especially this instance where you called an established user's request "junk". Also here when you were told that your deletion was wrong, you tried to make your own policy. ‐‐1997kB (talk) 03:39, 6 March 2021 (UTC)[reply]
@1997kB:, thanks for your comments. I think I should respond to the two examples you provided:
For the first one, I admit the use of the word "junk" was not good. I was trying to say something on the lines of "I would have opposed the request because it is inappropriate to request GS for a single LTA", and unfortunately "junk" was not an ideal equivalent, for which I apologise.
For the second one, I did not intend to create my own deletion policy. I was just explaining in good faith why I thought the deletion was appropriate, and as you would have noticed, I undeleted the page in the course of our discussion and did not delete it back. Plus, as it turns out, it was deleted later (with different content). We do have a lot of users on MediaWiki that misunderstand the purpose of a user page.
Again, thanks for your comments, especially the first one you raised, as I could have handled that better. Leaderboard (talk) 08:54, 6 March 2021 (UTC)[reply]
  • Neutral Neutral I have read your unblock requests and am 50/50 about this. The sysops on English Wikipedia have said that they'll block you again if Leaderboard Web Browser starts up again. However you have made positive contributions on all wikis for the last two years, and have made at least one edit on 30 different Wikis. 82.3.185.12 08:58, 6 March 2021 (UTC)[reply]
  • My usual standard is that a sysop in a medium size / large size wiki which is relatively active and not under the cloud should be given the access. As of the medium size wiki, it's met by enwikibooks. Active they are, and not under a cloud there they are too. For the mediawiki issues it's unfortunate that there is such occurrence, but it's in 2019 which 2 years ago is a little quite long but well the placing of their own policies is a little worrying, as GR usually needs to respect policy, not re-create their own. As of the labelling as junk, it's also unfortunate but they had apologized above. I am not particularly interested in the enwp issue as it's seems settled but it unfortunately have to do with username. I am really torn apart with this request. On the balance we have a trusted user wanting to help in a bona fide manner, and I will think they would had taken into consideration the feedback they received here and if successful, handle renames very cautiously. The way they handled the oppose shown some degree of maturity of communication too. Hence, I will Support Support the access.Camouflaged Mirage (talk) 13:14, 6 March 2021 (UTC)[reply]

Global IP block exempt for AraAve

My IP was globally blocked in all Wikis by AmandaNP (meta.wikimedia.org) for a reason - No open proxies. I edit Armenian Wikipedia, and now I can't create new articles and add links. My IP address is 45.15.75.203, please unblock me or please say what I must do, thanks. --AraAve (talk) 10:49, 5 March 2021 (UTC)[reply]

@AraAve: Can you contact us with a screenshot of the block you are facing, because that IP isn't showing blocked on our end. -- Amanda (aka DQ) 06:16, 7 March 2021 (UTC)[reply]
Sorry, my blocked IP is 45.159.75.203.--AraAve (talk) 06:27, 7 March 2021 (UTC)[reply]
So that range is showing a string of open proxies. Do you use a proxy? -- Amanda (aka DQ) 06:40, 7 March 2021 (UTC)[reply]
I just edit Wikipedia, create new articles about two months, but IP address was blocked some days ago. I edit from some IP addresses and this one is at our home. I don't add any apps and don't use proxy knowingly (I don't know what that is, sorry).--AraAve (talk) 07:01, 7 March 2021 (UTC)[reply]
Let me talk to a few people and see what we can do. I'll get back to you. -- Amanda (aka DQ) 07:30, 7 March 2021 (UTC)[reply]

Global IP block exempt for امین اکبر

I could not open commons.wikimedia.org. There is "This site can’t be reached" error. However, on other IP range I can visit this. I also could not use WikiData due to IP range block, thanks, --Ameen Akbar (talk) 17:13, 5 March 2021 (UTC)[reply]

@امین اکبر Not being able to reach commons.wikimedia.org sounds like a connectivity issue rather than a block. Are you seeing an explicit "editing blocked" message? If so, would you mind sharing it here, or emailing to stewards@wikimedia.org? Martin Urbanec (talk) 19:58, 5 March 2021 (UTC)[reply]
@Martin Urbanec Whenever I visit commons.wikimedia.org, it show me "This site can’t be reached" error with "DNS_PROBE_FINISHED_NXDOMAIN" message. My current IP is 182.186.35.12. Now I active Cloudflare WARP application.Now my IP is 8.38.147.7 and I can visit and login to commons.wikimedia.org as normal. No Problem on this site now. But with WARP I can not use English Wikipedia.--Ameen Akbar (talk) 13:35, 6 March 2021 (UTC)[reply]
@امین اکبر: Can you look into this link? We can't help you by giving you IPBE. -- Amanda (aka DQ) 06:39, 7 March 2021 (UTC)[reply]

Global IP block exempt for Metasintactic

I frequently consider editing various wikipedia pages about which I have specific or obscure knowledge/information which would improve the quality of the given articles, or to link otherwise disparate subjects together. However given my desire to avoid surveillance capitalism et al, I am consistently blocked from doing so due to my IP address(es). The frustration involved has even made me reconsider donating to wikimedia foundation during past fundraising drives, though I am otherwise predisposed to do so.

For example, currently I would like to edit the page on Anarcho-capitalism[5] to bring attention to this historical reference from 1907 by Anarcho-syndicalist[6] A. Grachev where he says among other things:

Let us say in advance that to reject out of hand everything that capitalism has created in the realm of production and distribution would be a harmful Utopia, fatal for anarchism. In the realm of production and exchange we must be the perpetuators of capitalism. We must not reject the capitalist heritage but clasp it whole to ourselves. In the system of production created by capitalism there are many positive features, progressive from the standpoint of human development.[1]

Can you reach out to us and provide a little more detail and we'd be happy to take a look. -- Amanda (aka DQ) 06:28, 7 March 2021 (UTC)[reply]

Global IP block exempt for Abcestc

I am from China, I am using a open proxy to bypass GFW. I want Global IPBE. thanks very much! -- Abcestc (talk) 06:30, 7 March 2021 (UTC)[reply]

If you just intend to edit zhwiki, then a local exemption would be more appropriate. Would this work? -- Amanda (aka DQ) 06:46, 7 March 2021 (UTC)[reply]
I now requested a local IPBE at [7], but I also want to edit English wikipedia, can you give me global IPBE and english wikipedia IPBE? -- Abcestc (talk) 06:56, 7 March 2021 (UTC)[reply]
and, for bypass global IP block, I needed a global IPBE. -- Abcestc (talk) 07:05, 7 March 2021 (UTC)[reply]
for example, global IP block like this:
Error, edit not saved.
Your IP address is in a range that has been blocked on all Wikimedia Foundation wikis.

The block was made by Martin Urbanec (meta.wikimedia.org). The reason given is Open proxy: email stewards@wikimedia.org should you be affected .

Start of block: 00:07, 19 March 2020
Expiry of block: 00:07, 19 March 2021
Your current IP address is 172.105.240.170 and the blocked range is 172.105.192.0/18. Please include all above details in any queries you make.

If you believe you were blocked by mistake, you can find additional information and instructions in the No open proxies global policy. Otherwise, to discuss the block please post a request for review on Meta-Wiki or send an email to the stewards OTRS queue at stewards@wikimedia.org including all above details.
-- Abcestc (talk) 07:15, 7 March 2021 (UTC)[reply]
So local IPBE will override global IPBE, English Wikipedia has a separate process for IPBE requesting, please see w:WP:IPECPROXY for further details. If you need anything beyond zhwiki or enwiki, please let me know. Marking locally handled. -- Amanda (aka DQ) 07:24, 7 March 2021 (UTC)[reply]
OK, no problem. for now, I have obtained a zhwiki IPBE, I just want a enwiki IPBE. I not needed a global IPBE. -- Abcestc (talk) 07:33, 7 March 2021 (UTC)[reply]
and, enwiki IPBE is can work at metawiki? or metawiki IPBE is needed? -- Abcestc (talk) 07:37, 7 March 2021 (UTC)[reply]

Abuse filter helper for 1997kB

Not ending before 9 March 2021 05:31 UTC

Hello everyone, I am asking this permission mainly to inspect private global filter log entries with little ease. I mostly patrol Indic wiki projects and to view such abuse logs I have to come to metawiki (where I have access to them being a sysop). This is really time consuming and complicated especially since I do a lot such activity on mobile. Therefore having this will save my time and effort. I also have abuse filter helper on enwiki and know little bit about filters too. ‐‐1997kB (talk) 05:31, 2 March 2021 (UTC)[reply]
