This page is for requests to have stewards grant or revoke administrator, bureaucrat, checkuser, and oversight rights on Wikimedia projects which do not have a local permissions procedure.

  • Requests for bot flags are handled at SRB, and requests for global permissions are handled at SRGP.
  • If you are requesting adminship or bureaucratship, and your wiki has a local bureaucrat, submit your request to that user or to the relevant local request page (index).
  • For urgent requests, such as to combat large-scale vandalism on a small wiki, contact a steward in the #wikimedia-stewardsconnect IRC channel. In emergencies, type !steward in the channel to get the attention of stewards. Otherwise, you can type @steward for non-urgent help.

Other than requests to remove your own access or emergencies, please only make requests here after gaining the on-wiki approval of your local community.

  • domain: the wiki's URL domain (like "ex.wikipedia" or "meta.wikimedia").
  • user name: the name of the user whose rights are to be changed (like "Exampleuser"). In case you're requesting access for multiple bots, leave this field blank and give a list of these bots in your remarks
  • discussion: a link to the local vote or discussion about the rights change (for example, "[[ex:Wikipedia:Requests_for_adminship#ExampleUser]]"). This should normally be for at least one week, but no more than three weeks (if so, you'll need to restart the process).

3. If anything is missing from your request, a steward will request more information.

Confirmation of signing confidentiality agreement

Certain permissions (notably CheckUser and Oversight) additionally require users to sign a confidentiality agreement. Users requesting these permissions must make a request below, and must also sign the confidentiality agreement with the Wikimedia Foundation. The request is placed on hold temporarily, until the receipt has been formally confirmed by the Office.

I'd like to request admin rights on sk wikiquote. The only bureaucrat on the project may seem active due to his obviously robotic edits, but he clearly doesn't respond to any of my (or other users') requests, even on other projects (see here here or here. First of all, the project has literally no community and it has been like that basically for years (since around 2010). There is no other person adding any content or at least categories, correcting typos, anything like that (except for the 1 sysop and bureacraut using robotic edits to do some maintenance who clearly isn't responding to - not only my - requests). None of my edits are robotic. Yes, I actually did spend hours trying to add categorries, add articles to the appropriate date page or fix some of the article introductions. The total number of edits I've made so far is 900, which unfortunately already ranks me as the 6th most active user ever on the project (by total edit count). In this request, I am not complaining about anything, I only try to explain the situation on the project and the unfortunate inactivity of the only bureaucrat who is the only user able to take any action. Using the admin rights, I'd try to do some maintenance on the project and I believe that the 3 month period is certainly enough for that as as of this date, there is no point in being a sysop for any longer (as there is noone to even patrol etc., simply zero users). @Wim b, Can you grant them sysop first so that they activate 2-FA, since the feature is only available to sysops, not regular users.   • A small project does not need bureaucrats. Currently whether a promotion is valid or not is decided by stewards. See here for a guideline.

  • One-time CheckUser access is not permitted and temporary access is only used by Stewards or when the mandate of the CUs has an expiry date specified in local policies.

  • To request to have content oversighted, ask for a steward in #wikimedia-stewardsconnect and contact a steward privately. This section is for requesting access to the Oversight tool.

Removal of access

  • If you're requesting the removal of your own permissions, make sure you're logged in to your account. If you have multiple flags, specify which you want removed. Stewards may delay your request a short time to ensure you have time to rethink your request (see previous discussion on 24 hour delays); the rights will not be restored by stewards once they are removed.
  • To request the removal of another user's permissions, you must gain consensus on the local wiki first. When there is community consensus that the user's access should be removed, provide a link to the discussion, with a brief explanation of the reason for the request, and summarize the results of discussion. However, as bureaucrats of some wikis may remove users from the administrator or bureaucrat group, please see also a separate list of these specific wikis.
  • To request the removal of another user's permissions for inactivity, link to your local inactivity policy. If your site does not have inactivity policy, the global policy Admin activity review applies.

Danny B.@skwikiquote

I'd like to request the removal of bureaucrat rights for Danny B. (talk · contribs) in multiple projects. He currently holds them for 9 projects despite being utterly inactive or hardly ever active on at least 7 of them (the other 2 - incubator and testwiki I didn't even check). At first sight, he's clearly an active user involved in multiple projects, as he even states on Meta (without updating the info and icons on his userpage despite losing some of the rights he used to possess). However, looking at his edits on each of the projects (seen here, here, here, here, here, here, here and here), it is clearly visible that his edits are robotic and most likely made possible by a script of some kind. It is very important to clarify that I do not request the removal of his sysop, interface-admin, import or any other rights (besides the bureaucrat rights) he may have been granted on any project. His edits are useful and in the vast majority of cases beneficial for the project and the community. The scripts that he is using seem to be well written and are used thoughtfully (despite rare exceptions). Despite that, I have not been able to find a single edit in the last year or two on any of the 7 projects mentioned above that would not appear robotic. It is also important to note that he uses the same robotic scripts for other projects, such as the Slovak Wikipedia (seen here) where he does not hold advanced rights (or holds only some). The last edit on his account not made by a script I was able to find is from 2018 on the Czech Wikipedia (seen here). Not only has he not responded to an e-mail I sent him 2 weeks ago, he also doesn't react to the messages sent to his discussion pages (here, here, here or here). His bureaucrat right has already been taken from him on the Czech Wikinews in 2022 due to his utter inactivity for more than a year in which 3 requests for sysop rights were completely ignored (in 2020, in 2021 and in 2022). While his inactivity (except for the robotic scripts) is apparent in some projects, other ones (such as Slovak Wikibooks or Slovak Wikisource) are so inactive that there are basically no requests for him to even be taken care of. However, on the Slovak Wikiquote, Czech Wikisource and Czech Wikiquote, his long-term inactivity is apparent. Also, it's important to note that he is the only bureaucrat in 4 of the projects (namely cs wikiquote, sk wikiquote, sk wikisource and sk wikibooks). In conclusion, I do not see any point in keeping the bureaucrat rights of the user as the he does not fulfill the only duty resulting from the bureacrat right. I am aware of the fact that you may not be able to revoke the bureaucrat right from the user in projects where no request have been made (sk wikibooks and sk wikisource), however I ask you to consider doing so in the ones where his inactivity can be proven. I am unable to send you any local inactivity rules as there are obviously none for the bureaucrat right and the user hasn't been inactive long enough (officialy, once again only because of the robotic edits) as a sysop for the right to be revoked (and, as mentioned above, I absolutely do not even request that). --V0lkanic (talk) 16:54, 10 July 2023 (UTC)[reply]

Question Question: So let's clarify your request: In a nutshell you request removal of the bct rights of the long term active user (on half of the projects you have mentioned pretty much the only active user who apparently for long time keeps those projects alive) because of you have feeling that their edits since 2018 are robotical? Yes, that is exactly what I am talking about. Just as I've mentioned in the beginning of the text, everything seems fine after checking the user's edit count, sysop actions, periodical activity etc. And it mostly really is, I've already mentioned that the edits are indeed purposeful, in some cases completely unneccessary but certainly not malicious (despite the exception I was able to find mentioned above). However, looking at any of the user's edits in particular (I've already linked everything in the message above), it is clearly visible that the user is able to do up to 20 edits in just 1 minute, with the very same edit summary in each one of them. All of these edits are made at exactly XX:07, mostly in batches of 10 edits (sometimes there is an exception and the batch is executed at XX:37). Furthermore, it is clear that these robotic edits are even used for sysop tasks - such as the deletion of the "Deň:5.február" page I accidentaly created on the sk wikiquote that was deleted together with a batch of other edits on July 6, 2023. The summary used in the deletion was even exactly the same word I used in the reasoning for the deletion request. This way the user seems active even as a sysop, despite the sysop actions clearly being scripted just like the normal edits. How would a user be able to execute exactly 10 edits (sometimes 20), each at exactly XX:07, roughly every other day (at completely random times) on approximately 10 projects. I am asbolutely not able to comprehend how edits like that could be done manually. The inactivity of the user in responding to messages or e-mails despite making these edits on a regular basis may indeed also be a hint to you that the edits are in fact, robotic. (non-steward comment) Danny B. is very blatantly using a bot on his own user account but I do wonder whether stewards will be able to act, as he is technically active. IAR should seriously be considered here, as him having crat rights is actually a negative to the project, preventing users from being given sysop and preventing the project from being improved/maintained. --Ferien (talk) 17:08, 12 July 2023 (UTC)[reply]

V0lkanic, I feel your sentiment, but I think it won't be surprising to you that this is Not done. Unless there is an emergency we cannot be stripping people off their permissions. Please start a local discussion for each of the wikis and come back with the results of those. There are no requirements on how big those discussions have to be, in fact if only few people show up that is only an additional argument pro your cause as under current practices, documented at MVR we would not give bureaucrat rights at all in such circumstances. That said please also make sure that the discussions are places at the proper places in the wikis and announced there properly. Each individual wiki's bot policy and whether people are allowed to run bots from their own account is also a matter for a local discussion. For example on Wikimedia Commons and Wikidata people routinely launch scripts that make sometimes tens of thousands actions in one run from their own account (Cat-a-lot, VFC, Mix-n-Match, etc), while on other wikis that is a way to get banned almost instantly, it is all up to the local policy or established practice on that. --Base (talk) 14:06, 14 July 2023 (UTC)[reply]

With Cat-a-lot, you are at least having to press some buttons which shows you are actually around on-wiki. With this script, it appears Danny B. just sets it up and leaves it running for days/weeks/months; you don't get that with any other form of (semi-)automated editing. Were it not for these bot edits, Danny B. would be desysopped by now. It is giving the impression that he has been around, when he has not responded to bureaucrat requests for years. Disappointing that IAR doesn't apply to users gaming the system with community-given rights but globally locking people clearly not within the scope of a global lock is all good. --Ferien (talk) 14:59, 14 July 2023 (UTC)[reply]
I agree with you and if I were a local community member I would vote for their rights to be removed basing on what you say. But that is exactly why one should start such a vote to let people have a say (or to demonstrate that there is no local community besides you there). Base, As you've stated, it isn't neccessarily surprising to me that the request couldn't be accepted, but I'm at least glad I was able to point out to a, from my point of view, potentially serious problem occuring in (mostly small or nearly non-existent) wiki communities.
