Steward requests/Global permissions

This page hosts requests for global permissions. To make a request, read the relevant policy (global rollback , global sysop , global rename , …) and make a request below. Explain why membership is needed for that group, and detail prior experience or qualifications.

This is not a vote and any active Wikimedia editor may participate in the discussion.

Global rollback and global interface editor requests require no fewer than 5 days of discussion while abuse filter helper and maintainer requests require no fewer than 7 days. Global renamer and global sysop requests require no fewer than 2 weeks of discussion. For requests that are unlikely to pass under any circumstances, they may be closed by a steward without further discussion (after a reasonable amount of input).

Requests for global rollback permissions

Please be sure to follow the instructions below:
Your request might be rejected if you don't follow the instructions, and not doing so would reflect poorly on your suitability.
Please also review the Global rollback policy.
Instructions for making a request

Before requesting, make sure that: You have sufficient activity to meet the requirements to be allocated the global rollback flag

To make a request
Copy the template below to the bottom of this section and explain of why you need the access and why you're suitable.
=== Global rollback for {{subst:u|{{subst:REVISIONUSER}}}} ===
{{sr-request
 |status    = <!-- don't change this line -->
 |domain    = global <!-- don't change this line -->
 |user name = {{subst:REVISIONUSER}} <!-- don't change this line unless you're nominating another user -->
}}
::''Not ending before {{subst:#time:j F Y H:i|+5 days}} UTC''

The request will be approved if consensus to do so exists after a period of consideration of no less than 5 days (with rare exceptions , no matter how obvious the result may seem). This is not a vote, and all input is welcome. Stewards will determine whether consensus exists; when doing so it is likely that the weight given to the input of those involved in cross-wiki work will be most influential.

Global rollback for EstrellaSuecia

Not ending before 1 July 2023 08:59 UTC

Whenever I see spam or suspected xwiki vandalism or abuse on my home wiki, I always go on CA or GUC to revert it, then report users to SRG and links to the global blacklist. Am not part of small wiki monitoring team or anything but I still think the tool would be useful for me so I'd like to try it. I've been a sysop at my home wiki for three years almost, and a patroller here at Meta for some time. EstrellaSuecia (talk) 08:59, 26 June 2023 (UTC)[reply]

  • Weak oppose You’re trusted, but Global Rollback is for “users who are demonstrably active in cross-wiki counter-vandalism or anti-spam activities”. I took a look at your crossactivity and I am sorry to say that it’s not enough xwiki activity for me. Thank you for volunteering! --TenWhile6 (talk | SWMT) 09:15, 26 June 2023 (UTC)[reply]
  • Weak oppose The group is intended for those active in small wikis, and also according to your words you are not that active in small wikis. I really appreciate you for the fact that when you see something suspicious you go in immediately to check, but unfortunately it is not enough. Good luck in the future! Neriah - 💬 - 09:43, 26 June 2023 (UTC)[reply]
  • Weak oppose Per above. --V0lkanic (talk) 10:07, 26 June 2023 (UTC)[reply]
  • Neutral Neutral I understand the usefulness of the tool and I see you have undos on some wikis, but per above I think it's better to have a regular commitment in cross-wikis monitoring like SW monitoring to have this global right. Thank you for volunteering. ShifaYT ✉Talk 12:06, 26 June 2023 (UTC)[reply]

Hello everyone, I'm Johannes, a global rollbacker and sysop on dewiki & Meta. I would like to apply for GS to deal more effectively with xwiki spam & vandalism, which is what most of my activities outside my homewiki are focused on. I'm familiar with the global sysops policy and the global rights policies and have 2FA activated. Global rename for Blua lago

Not ending before 9 July 2023 09:19 UTC

As a long-time editor and trusted user, I’d like to volunteer for the global rename permission; I sense that I could be of help in handling global rename requests, especially those on my local wiki’s rename page. As there is currently only one Hungarian-speaking global renamer, I believe the Hungarian community would greatly benefit from another helping hand. Initially, it was proposed by FoBe that I should take on the duties of GRN -- this was followed by a request for comment by him on our local village pump on Huwiki, where the community overwhelmingly supported the idea of me requesting the permission. Thank you for your consideration, and should you have any concerns or any relevant feedback, please feel free to let me know. --Blua lago (talk) 09:19, 25 June 2023 (UTC)[reply]

Global rename for TheAafi

Not ending before 9 July 2023 13:44 UTC

Hello, I am an eliminator on ur-wiki and a global permissions VRT agent. I am a translation administrator on several wikis including here. On ur-wiki, I can delete/undelete, block/unblock users etc. apart from having another advanced permissions such as editing main page, editing cascade-protected pages. The only global renamer from ur-wiki has not edited since more than four months and has performed last rename on 6 November 2022. I have been through the policy pages and assure that, if I am granted this flag, I won't do any harm. Best regards, ─ The Aafī (talk) 13:44, 25 June 2023 (UTC)[reply]

I have had made a request here several months ago, and withdrawn that due few of my own mistakes. This has been a good lesson, and I am still open to learning more. Let me know if you have any questions. ─ The Aafī (talk) 13:47, 25 June 2023 (UTC)[reply]

Global IP block exempt for Endermoongame

I am from the People's Republic of China, where, as stewards may know, access to virtually all Wikimedia projects has been blocked. While I have been granted local IP block exempt on Chinese Wikipedia, I would like to contribute to other Wikimedia projects such as Wiktionary and Wikidata as well, so a global IP block exempt would be really helpful. Global IP block exempt for Huggums537

Hi. I edit English Wikipedia and Commons plus a couple others now and again. My concerns are security and privacy. The Wikimedia sites are the only ones that make me turn off my VPNs or use non privacy-masking browsers (such as TOR etc.). I have two lengthy blocks on my record, but both of those blocks required a standard checkuser investigation, and no evidence of sockpuppeting has ever been found because it is just something I don't do. I've been back in good standing for probably at least two years now, and I made good on my promise to create a new article (2 of them now in fact). Also, if it helps, I did gain additional user rights after my unblock so this should promote the idea I can be a trusted user. I promise to use the exemption responsibly as a show of my gratitude for my continuous security to be enabled. I have also requested the exemption via email at the local level on English Wikipedia, but want to cover my bases for other places I might edit as well. Thanks. Huggums537 (talk) 10:00, 9 May 2023 (UTC) Updated on 10:28, 9 May 2023 (UTC) Updated again on 21:36, 9 May 2023 (UTC) Updated one final time on 21:44, 9 May 2023 (UTC)[reply]

Given the block history mentioned, I would be most comfortable moving forward here after the local IP block exemption flag is granted (and you are likely to encounter local blocks not covered by GIPBE anyway). --Base (talk) 10:05, 15 May 2023 (UTC)[reply]
Sure. Thanks for responding. I'm still waiting for a reply from my local CU's, and I believe many of them are familiar with my unblocking situation as well so I agree they will be best to grant exemption first also. Thanks. Huggums537 (talk) 14:24, 15 May 2023 (UTC)[reply]
@Base, how long should we wait to hear from my local CU's, and how long do these requests usually stay open here? I've seen a couple that have been on here since mid-late April, but I have no idea how long the backlog is on my local CU's list because we send in emails for the request or use this "UTRS" ticketing/server system that normal users aren't able to see. I'd like to keep this open until hearing from them since I have linked to this discussion as part of my request to my local CU's, and I'd like to keep them in the loop without breaking any chains if possible. Huggums537 (talk) 02:58, 18 May 2023 (UTC)[reply]
Huggums537, most requests don't take very long, but most requests aren't like yours.
Security/privacy exemptions from the no open proxies policy are generally limited to users who seek security from external actors, such as governments...not for privacy from the website you're accessing, i.e., Wikimedia projects. Our anti-abuse mechanisms are heavily reliant on IP information, and we try to avoid granting IPBE except when it is necessary to allow people to safely edit. This is especially important when there have been concerns about a user's behavior, as you note with your home wiki block log.
Most VPNs allow some sort of split tunneling, which would allow you to continue to use a VPN on other sites/applications while connecting to Wikimedia projects normally. I hope this helps. Best, Vermont (🐿️🏳️‍🌈) 22:47, 21 May 2023 (UTC)[reply]
Thanks for the reply. VPN is not my only means of privacy/security. TOR and other proxy based privacy browsers I use do not offer split tunneling. Also, split tunneling doesn't help me since I use these privacy/security features to seek security and privacy from outside actors who could also follow me to websites I'm accessing such as Wikimedia projects, thus the reasoning for my request. As for my blocks, I never should have even mentioned those, and only did so to show honestly about my past. I see no rational explanation for you saying anything about it being a "behavioral concern" because if there were any truth to that I should never have been unblocked in the first place considering blocks are supposed to be preventative of any behavioral concerns, not punitive behavior assessments against users to follow them around for the rest of their lives... Huggums537 (talk) 23:18, 21 May 2023 (UTC)[reply]
I understand general concerns about security, but you haven't articulated a reason for why your usage of Wikipedia needs to be anonymous, i.e., warrants an exemption from the no open proxies policy. Vermont (🐿️🏳️‍🌈) 23:41, 21 May 2023 (UTC)[reply]
I have, but you seem to be wanting [even more] specifics, and that would make for very bad privacy/security use on a public forum. [In other words, I have already mentioned concerns about someone following me...] Huggums537 (talk) 23:46, 21 May 2023 (UTC) Updated on 23:49, 21 May 2023 (UTC) Updated again on 23:53, 21 May 2023 (UTC)[reply]
If it helps anyone to make a decision on the matter, I can let you know (without giving too many personal details) it has been a situation serious enough to warrant me reporting the matter to law enforcement authorties, the FTC, the IRS, my local state employment agency, and having a credit freeze done on my credit reports. I think if my situation warrants all that, it warrants an exemption from this open proxies policy. Huggums537 (talk) 02:41, 22 May 2023 (UTC)[reply]
I just want to avoid trading all my personal information for something it will cost you all nothing to trust me with since the worst possible thing I could ever do with it is get myself blocked again. Huggums537 (talk) 03:06, 22 May 2023 (UTC)[reply]
It doesn't cost anything to restore vandalized pages, or block users who abuse this privilege, but it could end up costing me everything the longer I'm vulnerable on these sites... Huggums537 (talk) 05:05, 22 May 2023 (UTC)[reply]
One more thing I forgot to mention is that another reason the split tunneling does not help me is because it is a requirement for my employment that I must travel, and connecting to public Wifi is a security/privacy risk that split tunneling does not protect me from to allow me to safely edit since the features of my current VPN don't allow that. Huggums537 (talk) 22:27, 22 May 2023 (UTC)[reply]
Employment requiring a VPN on public wifi is usually sufficient in my book. For the future, we usually handle these via email (stewards(_AT_)wikimedia.org). There is never any requirement to discuss privacy matters publicly.
I will note that global IPBE won't allow you to edit with a VPN on your home project, the English Wikipedia...it'd exempt you from global blocks, but you'd also need local IPBE, as enwiki blocks proxies locally. Similar to Base's comment above, I'd be okay granting gIPBE after local IPBE is granted. Best regards, Vermont (🐿️🏳️‍🌈) 03:10, 30 May 2023 (UTC)[reply]
@Vermont, thank you. I just now saw this. I'm waiting for a second response from my local Wiki team. Huggums537 (talk) 19:30, 9 June 2023 (UTC)[reply]
I'll keep you posted as soon as I hear back from them again. Thanks. Huggums537 (talk) 19:31, 9 June 2023 (UTC)[reply]

Global IP block exempt for New editors

Greetings, I am a Wikimedia projects editor, a recruiter and trainer for new editors. IP blocks on all wikis are affecting new community members, hindering their contributions. Despite their IP not being an open proxy, the blocks still affect them. We had an event over the weekend and all new editors were eager to have their first but were unable due to IP blocks. I kindly request Global IP block exemptions for participants on the outreach dashboard. You can find the event dashboard here. Thank you -- Robertjamal12 ~🔔 14:49, 26 June 2023 (UTC)[reply]

@Robertjamal12 this likely isn't the best avenue to move forward, but there may some options. What was the nature of the IP block you ran in to? Was it global, local, both? What is the current reason for the block? Can you share the block details? Is this even only working with one project (for example, the English Wikipedia)? — xaosflux Talk 15:53, 26 June 2023 (UTC)[reply]
