This page is for requests to have stewards grant or revoke administrator, bureaucrat, checkuser, and oversight rights on Wikimedia projects which do not have a local permissions procedure.

Old sections are archived. The list of archives is below.

  • Requests for bot flags are handled at SRB, and requests for global permissions are handled at SRGP.
  • If you are requesting adminship or bureaucratship, and your wiki has a local bureaucrat, submit your request to that user or to the relevant local request page (index).
  • For urgent requests, such as to combat large-scale vandalism on a small wiki, contact a steward in the #wikimedia-stewardsconnect IRC channel. In emergencies, type !steward in the channel to get the attention of stewards. Otherwise, you can type @steward for non-urgent help.

Other than requests to remove your own access or emergencies, please only make requests here after gaining the on-wiki approval of your local community.

  • domain: the wiki's URL domain (like "ex.wikipedia" or "meta.wikimedia").
  • user name: the name of the user whose rights are to be changed (like "Exampleuser"). In case you're requesting access for multiple bots, leave this field blank and give a list of these bots in your remarks
  • discussion: a link to the local vote or discussion about the rights change (for example, "[[ex:Wikipedia:Requests_for_adminship#ExampleUser]]"). This should normally be for at least one week, but no more than three weeks (if so, you'll need to restart the process).

3. If anything is missing from your request, a steward will request more information.

Confirmation of signing confidentiality agreement

Certain permissions (notably CheckUser and Oversight) additionally require users to sign a confidentiality agreement. Users requesting these permissions must make a request below, and must also sign the confidentiality agreement with the Wikimedia Foundation. The request is placed on hold temporarily, until the receipt has been formally confirmed by the Office.

I'm really sorry, but the global policy is very clear, we cannot give you a permanent flag in this case or make exceptions, which otherwise we would have to make for everyone, and that would go against the policies. I personally believe that if a user really needs the admin flag, they certainly have no problem submitting a single request once a year or every two years, as done by many users (most projects don't have permanent admins and a lot of users have 3-months or 6-months flag). Permanent administrator rights / Several users@smnwiki

A vote was started on May 30th, 2023 to select permanent administrators for the Inari Sámi Wikipedia (smnwiki), which resulted in the following four users being elected:

MVR discussion
The Northern Saami Wikipedia has four permanent administrators (two are also bureaucrats). Inari Saami has fewer speakers compared to Northern Saami, but our Wiki community is larger and more active than theirs. Muotâ (talk) 09:53, 10 June 2023 (UTC)[reply]
Percentage-wise the smnwp community is a more than good portion of the Inari Saami-speaking community onwiki and off; I think this needs to be taken into account as four permanent admins is approximately 1 permanent admin for each 100 speakers of the language. These rules have obviously been made for communities with tens of thousands of onwiki users with a larger community offwiki, but they fail to consider communities like the Inari Saami community, which hovers around 1000 (offwiki). -Yupik (talk) 11:41, 10 June 2023 (UTC)[reply]
Probably because Northern Saami Wikipedia got their first bureaucrats in 2007 when MVR didn't existed yet and advanced permissions were handled more casually [1][2][3]. @Superpes: 22 "active" users per stats page, of which only 3 have 10 or more actions in the past 30 days, and 2/3 of admin logs (block, delete, protect) date 50 actions to last year. Then take a look at what we have done since the wp has been created, not just the last month or this year so far. Right now the wiki is quieter than normal. School is out, people are out in nature. It will pick up again come fall. -Yupik (talk) 20:58, 10 June 2023 (UTC)[reply]
For instance, the reason for my recent sporadic activity on smnwiki is because I am busy translating the MediaWiki core into Northern Saami as part of a Wikimedia Norway project and into Skolt Saami otherwise.   • Just give these people the rights. I know @Yupik and @Seipinne, and they are completely trustworthy, experienced, and excellent Wikimedians. I don't know the other two people, but if they are in the same group, I trust them, too. I also looked at their contributions and they look fine. If the community trusts them, there's no particular reason to scrutinize it too much.

We don't just "give these people the rights". We have to consider the fact that you trust them now, but say one of them goes rogue later. 3 people vote to remove, 3 people vote to keep (given there were only 5 people who voted in the original request). Now someone comes to the stewards, and they get mad because we won't remove the rights because the community isn't large enough to understand the abuse/have a proper vote. How many speakers do the languages of those 5 Wikis have? We are a small community of about 450 speakers, where everyone knows each other very well. I've been a permanent admin and bureaucrat on the Northern Saami wp for years now during which there have been (afaik) 0 complaints about me and my actions. I agree with Amanda, we can give 1-2 years flags, but we shouldn't give permanent sysop flags there (the old project have permanent admins, who sometimes don't actually need the flag, only because in the past the MVR policy didn't exist). It's not about trust or about being a good sysop - but we have to respect the policies. We can't remove the flags in the projects in which these flags were granted in the past, because this policy was applied later, however we are still allowing temporary flags to new sysops in the projects with old permanent admins. I don't understand where the problem is in making a request every year or every two years, really, it doesn't seem like a problem at all (as well as on big wikis, where the flags are permanent, there are reconfirmation procedures anyway)! You keep saying that permanent admin rights cannot be granted to small wikis as per MVR, but you never explain why. What’s the point in making people request admin rights over and over again? No, respecting the policies is never a waste of everyone's time, is very sad to hear this to be honest. The flag process has been well thought imho, in order to be transparent, to have a supervision, and not to allow to give very long permissions when not needed (or when currently the project is not very big - so permits adapt to the current project situation). I already linked the stats and explained my thoughts. The policy says that the the definition of "large enough" is determined by the stewards, if you want we can open an internal discussion on the specific case, in any case in my experience (also being a former GS), the stats are indicative of a project not large enough to require permanent administrators. There is no fixed number, and rightly so, because many users could create and delete thousands of pages in a few days, saying that the project is large enough, but this should be evaluated on a case-by-case basis. I still don't see the problem here since, I repeat, even in many large projects there is a form of re-election (for example I'm a permanent admin on itwiki, who has local 'crats, but there is an annual reconfirmation). In the past stewards used to hand out admin rights like candy, but one only needs to go through the archives at RFC to find out why they stopped doing this. Too many of these early admins either went inactive very shortly thereafter, or they started acting like project dictators and blocking everyone who challenged their authority. I am well aware of this problem and understand the skepticism. I have a lot of reasons to think that in this case, the trust would be justified. Unlike some past admins who "came to help" without actually knowing the language and then took the wikis to weird directions, the requesters here know the language, and do very thoughtful and well-planned and organized work. While I understand per the collapsed section above that your think your community may be the exception to the rule, stewards don't go with exceptions to the rule, we act on established consensus as the community expects us to. You will need to obtain a global RfC consensus to allow stewards to override MVR should you wish for this to be considered. Removal of access

This is kinda of a blunder. The user candidate himself and I gave a positive vote. After some time, I gave the user admin rights, thinking that was the actual election, but another user alerted me that was not the election.
